Ohio Lawmakers Propose State’s First Abolitionist Bill, Will Charge Abortive Mothers With Homicide
Columbus, OH – On Wednesday, June 18, 2025, Ohio Republican lawmakers, led by newly elected Representatives Levi Dean and Jonathan Newman, will introduce a bill seeking to outlaw all forms of abortion, including surgical procedures, in vitro fertilization (IVF), and abortifacient birth control.
The legislation is backed and crafted by End Abortion Ohio, a group established in 2023 with support from local pastors and abortion abolitionists They aim to advance the “first-ever bill of equal protection for preborn human beings,” according to Austin Beigel, the organization’s president, in a video posted to YouTube.
Beigel described the bill as “so simple…it’s so beautiful in its application of the word of God and of the law, appealing to two forms of higher law: the holy bible and the US constitution.” (click to enlarge)
The legislation treats crimes against the preborn no different than crimes against the already-born, ensuring that women who murder their children in or out of the womb will face homicide charges. Exceptions are provided for spontaneous miscarriages and immediate, emergency life-saving measures.
The proposal will unsurprisingly face significant resistance from pro-life organizations such as Students for Life, Right to Life, and the SBC’s Ethics & Religious Liberty Commission (ERLC).
These groups have previously committed to opposing any laws that include any sort of punishment for women who murder their babies and have pledged to do all they can to defeat the bill.
